My first ever attempt at a gen 3 style sprite, any advice on how I can make it artistically more cohesive?

I'm not super happy with the shading, I think I'm gonna try and rework that but in general any advice that helps me pick apart the gen 3 art style and recreate it better would be very much appreciated
