Theory on Populations of Legendaries and Mythicals

Alright so I was thinking about how in the anime Ash doesn’t catch legendaries and mythicals because they stick out from others and he respects them, but also they’re important to a degree for the world. A lot of these pokemon are guardians or creators who shaped the world. But he did have a Meltan. So my thought was if the pokemon has a population then it’s likely okay to catch it. With this law, which of these Pokemon would be fine for you to actually keep?

I don’t want to run through everything because it would be way too much writing so feel free to ask me about a placement or tell me if there’s a better spot for it. I’ll point out main ones though:

A pokemon that may have a population but has a specific story is counted as one, as you encountering it would be that specific version.
Examples: Keldeo, Ogerpon, Zacian, Zamazenta, etc.

I figure it’s important to label this specifically, Zygarde only has one because there are 100 cells and if you take any you could be endangering the ecosystem.

Genesect, Magearna, and Mewtwo could be made again but it isn’t mentioned that they aren’t and all of them didn’t seem to be under a circumstance where they would be allowed to make another one.

The Regi’s: I don’t know what to do with these. I’ve seen theories that there are multiple of them, there are multiple of the first three, and that there are just multiple Regigigas that made a bunch of the same sets. It’s likely that the newest ones only have one since they were both failures, but I don’t want to finalize the rest. Although I think that the Regis being locked away in multiple regions shows that the first three have duplicates around, probably not enough to catch though as they were all locked up for a reason and they’re probably just in the single digits.

Legendary Beasts: I’ve seen theories that they have multiple of each one, or that there’s just a lot of Entei specifically but I just can’t see Ho-Oh making legendaries that symbolize a tragic event and then making them able to mass produce.

If a pokemon is worshipped or known as a creator/guardian/force of nature there is automatically only one. Arceus making another one doesn’t count

I couldn’t label it on the slide, but I have no clue what to say about Paradox Pokemon and Ultra Beasts. Would they be considered too dangerous? Do they have enough to count as a population? The Ultra Beasts probably not since they were battled and sent back, but can people get any of the Paradoxes normally?
