I once ordered the birthday pikachu black star promo. On the pic, there were two. I thought the cheap price (50 bucks) was only for one.
I received the two. I thought it was a mistake, but nope, the seller told me it wasn’t, both were not mint and thus “discard” to his eyes. I kept one for my collection and trade the other.

I recently started selling and I actually like to add an extra card when I ship one if I have a cheap card of the same Mon or even same evolution line laying around. This one’s a little more generous than mine are.

smaller sellers sometimes throw in some freebies so you’ll keep buying from them. sometimes i’d buy a $3-5 card and they’d throw in another $2-3 card in the box. also got some nice singles from buying some slabs or even etbs or sealed product in general

Because you probably overpaid on ebay >$130 usd, vaporeon psa10 in japan goes for about 13,000 yen ->86usd

The real question is why did you order the Vaporeon specifically?
Back in 2020 I ordered a $100 card and the seller accidentally sent me two. I asked them if they wanted me to send it back and they told me to keep it.
That card was the Japanese alolan friends lol
It was probably a mom and pop type Japanese seller who felt uncomfortable grossly overcharging for the psa 10 which Americans are more than happy to pay but he still knows how much it really cost him and did you a solid by including the other card to ease his guilt lol
Edit: the jap eveelutions were going for like 40$ and now they are over 100 or more and they are easier to pull but they are selling because thats what americans are willing to pay
