This is Inscate-insect+skate, and sounds like ice skate. Based primarily on water striders and ice skating, but has some mosquito and snowmobile elements. It has the ability Slush Rush, and new hidden ability, Ice Skate-when hit by an ice type move increase the pokemon's speed instead of taking damage.
