The other Celebrations Classic Collection (CCC) cards either feature iconic cards or memorable Pokémon, if not both.
So why did they choose Claydol from Great Encounters as a CCC? Maybe they didn't want to overdo the Lv. X reprints, but if they wanted to reprint a more common card from that set, they could at least do a more memorable one like Unown.
While I don't hate Claydol, it seems like a very random choice for a CCC card.
