Maybe I’m a bad person, but I’d honestly leave it unopened for long enough that I know nothing bad can happen, and then open it.
Only if it came from a big store though. I wouldn’t want to hurt a smaller/local store that can’t afford mistakes like this.

Despite all the people saying rip it this is likely meant to be headed to an LCS for their pre-release. I doubt anyone is going to chase after you if you rip them, but you could be the hero by finding the rightful owner. You get to choose what to do.

Does it say where they were addressed to? If you and not someone else, they’re yours.
Also, I know a lot of people are saying open/etc. but if the original intended recipient opens an investigation, usps could put you on the hook as there will likely be paper trail showing where it was delivered. Especially if it was signed for by you or someone residing at your residence.
Also remember it’s a felony to open someone else’s mail.. so..

If the label has an address on it that is a card shop then the right thing to do is to take it to them.
This is likely for a pre-release event and while it wouldn’t be directly your fault, you’d still have a part in completely ruining a lot of people’s weekends.
A lot of kids go to pre-releases and it is likely the card shop will have to cancel because TPCi is not fast about sending replacements and most pre-releases sell out now. Those events are also likely the only chance some players will have to open any packs from this set.
The store might give you something as a thank you, but they might not. Either way the right thing to do is to locate the store if there is any info that you can get from the box.
If it is unmarked, or addressed to you, then there is nothing you can do.
