What would you rate the condition of this Blastoise?

Looking to buy this base set blastoise, seller hasn’t outright said it was HP or anything. But surely this is seller’s MP and a buyers HP right?

    MP, that is clearly a MP with the amount of whitening on it. There are two scratches in the holo.
