When I was 12 or so I started working on my Pokemon region based on Brazil. (First photos) 2 years later, I decided to redesign them. (Later photos) I don't have any inspiration on what to do for the water starter.
For reference the grass starter Sleeze is based on an Andean bear, a sloth, a giant sloth, a monk, a candomblé Priest, the moon, and a surfer. The final form is a grass psychic type. Its extinct animal is a giant sloth.
The fire type starter Cobroita is based on the boitatá a snake that went into a cave during a flood and came out glowing from spending too much time in the dark. This is usually depicted by it being in flames. Boitatá later helps rebuild the forest and afterwards protects the forest from colonists. It is also based on Ra. The final form is a fire fairy type. Its Chinese zodiac animal is the snake.
The water starter Raicaco is a monkey that works as a firefighter (based on Truegreen7's redesign of a fan Pokemon). It evolves into an evil firefighter that starts fires instead of ending them. It is also based on Japanese gangs. It's final form is a water dark type. It's weapon is a flamethrower.
The starters' theme is balance and cycle. The final stage water type burns the forest, then the final stage grass type floods the forest to end the fire, and the final stage fire type reforests the forest.
My Pokemon games are Pokemon Bark and Pokemon Wire which are all about nature vs technology with team aqua team magma equivalents.
