Just to make the rules more clear, no starter Pokémon includes any stage of any starter, one regular Pokémon that doesn't evolve means a Pokémon that has no pre-evolutions and doesn't evolve, and one Pokémon from a branch evolution means a Pokémon that had the option of evolving a previous Pokémon into at least one other Pokémon (think the Eeveelutions which aren't an option).
