Is it more likely to meet the bird trio under certain weather conditions?

I've met Galar Zapdos twice, and both times was on a windy day (I didn't end up catching them ofc, stupid bird) but that got me thinking

And another thing:

My brother was a player day 1, played about 3 years and met this bird one time in his life, never again despite using the smoke daily. Why are they so ridiculously hard to catch? Unlike other legendaries, they don't even get a cool animation-
