What is this?

I was just looking at my origin forme dialga when I noticed these weird little specks on the right border of the card, as if the texture wasn't printed in those little areas. I was wondering what this was and if it could potentially lower my grade if I got it sent. For reference I provided a pic of my origin forme palkia, which doesn't have these specks.
