The lore behind this is that very rarely a meinshao will go on a pilgrimage to study with other fighting Pokémon like sneasler and lucario and after learning and perfecting their techniques it will return to its home and climbs to the summit of the tallest mountain before undergoing their final meditation ritual to evolve. These grandmasters are treated as philosopher kings of their tribes and will engage in training the meinfoo, arraigning tournaments and determining the next meinshao who will go on the evolution pilgrimage. Their whips have now split into 5 longer whips that are both flexible and sharp that this Pokémon can use to bludgeon, slash, pierce, or grapple their opponent in frenetic, dance like motions can stun an opponent with their sheer beauty and often leaves fights over before the open has even had a chance to make a move.
It is based on the trope of characters traveling the world to learn every martial art like samurai jack or Batman; Kings who wear ermine capes; “king of fighters” and kung fu grand masters who train masters and set up tournaments; various dances that make use of fluttering garments such as flamenco and powwow, war dances like capoeira, and the war dance that weasels such as the ermine do to confuse prey so they can attack. The whips are based on the weapon the Urumi and I am thinking about them functioning a bit like a fictional chain sword that could stretch and stiffen.
