As you can see on this Excel sheet, Besides starters and Legendaries, only Sharpedo and Glaile have yet to be confirmed to be in the game, and the leaks basically confirm Glaile
So i think it's unlikelly that any of the pokemon with a mega will be missing from the game.
Not counting Ultra Necrozma or Astral Terrapagos, that are mega evolution in everything but name.

Stoked to see all my past megas in the new game!
I refuse to buy until they pull their heads out of their asses.
Pokemon is the new EA.
I think the only ones looking a bit uncertain atm are Hoenn starters, Lati duo, Rayquaza and the Primals if you count them as megas. Hoenn starters might get online distributions while the rest might be left until DLC tbh, dimension hopping gives a good excuse to get these mons.
Also, I’m nervous that we’ve seen Charizard megas but not Blastoise and Venusaur yet. In Gen 8 they gave us G Max Zard but left Blastoise and Venusaur to DLC, so they could pull that again.
I believe some will be at the dlc. Mega rayquaza will be one of them. I believe that Diancie will have a special in game importance for the game. The title “pokémon” on the art cover remember me of Diancie colors.
If there are any megas that aren’t in ZA it’s probably only going to be mega requaza because it is a special case.
All of the previous megas got new art, so that was pretty much all the confirmation I needed.
Still crossing my fingers for Hoenn starters. Would love to have Mega Swampert in my team.
I’m pretty sure we would get all the past to be in the game as DLC or as events like the rank battle for the Kalao starter. The Mega legendaries and mythical I don’t see as being part of the main game.
I haven’t seen much Mega being shown. Of Glacie has been shown that most likely confirms the heonn mega would be in the game.
But Mega Camerupt, Altaria, Salamence, and Beedrill were shown in the trailer by the Pokémon official channel and IGN video.
DLC before the game is even released? 🙄
“I’m gonna hold back my “No doys” because I feel like there’s gonna be a lot of them.”
Watch em release Pokemon Legends hoopa which takes place in even more dimensions lol
I think the only ones that might not are the gen 3 pokemon. Sharpedo would be weird to just have in a random lake in Paris, and I feel like they’re not gonna have Rayquaza or the Lati’s.
This game is heavily pushing megas, so there’s no way they won’t have all the regular pokemon that have megas.
The Hoenn trio are a maybe, but even then I see no reason why they wouldn’t try to work them in in some way even if it isj ust in the DLC. At the very least we have Mega Rayquaza, which means Kyogre and Groudon pretty much have to be there too, and at that point include their primals.
I wouldn’t expect Mega Rayquaza, but most of the non-legendary megas will probably make a return. The primals most likely won’t return either.
I missed mega camerupt
The question is which megas will be locked behind the ranked system like the kalos starters’
Finally, my boy Metagross will be base game and not added in a DLC. He hasn’t been in a base game since Sun and Moon.
