We did 5 Shadow Latias raids and we only got 3 or 4 XLs upon catch even it was windy weather + having Mega Rayquaza level 3 on the whole time.
Rest everywhere upon catching we got bonus XLs on throws except Shadow Latias

It isn’t guaranteed. It’s is an increased chance on good/great/excellent throws.
I did 1 and got 4 XL and was not running a mega.
You get 3 garenteed since it’s a legendary
Then it rolls 3 number between 0 and 1, each that gets a result below a given threshold (that depends on the level of the pokemon and the level of your mega) will grant you a candy.
The bonus of the event is that if you do a nice throw, you roll 4 numbers instead of 3, great throw 5, excellent 6
The threshold for a level 20 pokemon is ~0.15. Having a mega lvl 2 raises the threshold to 0.25, and lvl 3 raises it to 0.4
That means on average for no mega & mega 1 / mega 2 / mega 3, you get on a Latias :
– No Bonus throw : 3.45XL / 3.75XL / 4.2XL
– Nice throws : 3.60 XL / 4XL / 4.6XL
– Great : 3.75XL / 4.25XL / 5XL
– Excellent : 3.9XL / 4.5XL / 5.4XL
That’s on *average* I’m not surprised that on a small sample, you mainly got 3/4 XL per catch
can people be more humble? with this sample size you can have a suspicion or say it might not be working correctly. but just claiming that it doesn’t work seems unjustified.
!UPDATE!
It has just been fixed. We did 3 shadow Latias raids now and I got 6, 7, 6 XLs on catch.
It is on par with the Dialga raids’ catch XLs now.
