I always thought Wobby looked constipated and therefore it was a turd that never quite came all the way out and eventually became sentient.
Not true. I could totally be wrong here, but I don’t think it’s actually ever been confirmed that the real eyes are on its tail. It’s all fan theories and speculation from Pokédex entries. The Pokédex says its tail is said to hide secrets and that it will try to hide its tail and get agressive if attacked, leading to speculation that the tail is the Pokemon and the body is just a decoy (which is obviously most likely the case based on its design origin), though I don’t think anything has ever explicitly stated so
