Anyone heard of this Sendoff Spring theory?

I've literally only read about this in one place so I don't know how widespread or widely believed it is, but I read it recently on the TV Tropes page for Pokemon Diamond and Pearl and it makes disturbing amounts of sense.

Link to the theory is here, at the very bottom of the page under the Fridge Sadness header, but to paraphrase, the theory goes that Sendoff Spring is/was a place for people to take their own lives. This is because of the name, said to be the place where departed spirits leave for the afterlife, the fact that the place was kept secret, and the pier built not at the level of the water as would be expected, but off the cliff.

Anyone else heard of this theory? What do you make of it? It never occurred to me what the game developers were intending with designing and naming the location in this way, but that detail about the pier off the cliff is bugging me. I can't think of another explanation that makes the same level of sense – maybe they intended to build a bridge across the lake but gave up for whatever reason? But then why leave it half-finished?

If you believe this theory, it would certainly lend a new, even darker level to the whole "Giratina is Pokemon Satan" reading …
