Our Charizard just arrived.. Is this a printing error or damage?

Hello!

So we were lucky to get a Charizard at a good price which arrived yesterday. However on inspection it's seems to have some odd blotches on the legs of Charizard and the card.

We were hoping to grade this for the collection but we are really unsure of what to do. This was purchased from eBay so not sure if there is anything that can be done.

Any advise would be greatly appreciated!
