This is bad advice. Keldeo distribution is extremely limited as a mythical and not beneficial for building a full fighting team. Obviously use the keldeo you get, but terrakion is one of the best targets for an ETM, and you can get exactly as many as you need and it is better. There's literally 0 reason to prioritize keldeo over terrakion in the circumstances you describe. Best case scenario your keldeo can reduce the number of terrakion you need and fill in as a subpar replacement, but if you are going for maximum efficiency you will eventually replace those keldeo with terrakion. Not trying to be rude, just saying.
TL;dr: ABSOLUTELY ETM Terrakion if you have a good one!!!!
