My level 43 friend's Lugia team above, he can't join on raid apps because they'd rather let level 50 players with Eevees join up. We got together and beat Lugia pretty comfortably with another level 40ish player.
Hopefully in the future we'll see a better tutorial for max battles, the real issue is even if your teammates have a decent lineup, they don't understand tanks and DPS. So they lead things like Gengar, and get wiped after a single max phase.
