The runic phenomenon triggers the release of true inner potential in Pokémon, though it also induces a state of barely containable frenzy.
When a Pokémon enters the True Runic State, all of its stats rise by one stage. It gains the effects of all its abilities, but loses HP at the end of each turn and cannot be swapped out.
Only Pokémon that carry their specific rune can enter True Runic State.
