100% a memorial for a cyclist who passed after an accident in that location. I’m a professional bike messenger, these are a real thing. There are a lot around here in Seattle, at least two that I knew personally.

We have these (and the accompanying pokestops) all over my town. It’s actually from a national program called the Ghost Bike Project and they are indeed memorials for people killed while on their bike.
