So when do I collect these for the best chance at a good libre?

I think I have read Tuesday 12/9? Is that right? What time? Will these go away and I will need to win 3 again? I hate doing pvp and used this weekend to get enough for libre and wanna make sure I get a decent one >.> Thanks!
