
The purpose of this post originates from the realization that a lot of times, the raid counter infographics might not be the most helpful to the wide majority of players. They would frequently include the commonly seen top performers such as eternatus or zacian crown, which a lot of people don't have.
So, I decided to try and create a raid counter guide, targeted towards someone like myself when I first started playing this game: I didn't know much of the raid mechanics at the time, legendaries & megas were inaccessible, I didn't know you could tm off frustration, and I had no ETMs.
I would like to continue yapping, but I'll do that in the comments. Here is the counter list. We are assuming lv25; you have 6 of the same pokemon; don't dodge dragon claw, dodge draco meteor & blizzard; and revive when they all faint.

Blaziken 1938 CP with counter/aura sphere. obtained from daily egg, sporadic torchic spawns, or mega raid. 44% damage.

Garchomp 2718 CP with dragon tail/breaking swipe. Was in mega raids recently, and was a mighty from go wild area. Also 44% damage.

Salamence 2568 CP with dragon tail/draco meteor. Bagon was a common wild spawn during journey to Paldea recently. You will need to dodge dragon claws. 40% damage

Rampardos 2246 CP with smack down/rock slide. Cranidos had a spotlight hour. 38-40% damage

Dragonite 2599 CP with dragon tail/outrage (or dragon claw). This one is probably the hardest to obtain out of the list, but it should be back for Chinese new year. 38-40% damage

Machamp 2084 CP with counter/dynamic punch. Spawned during december community day recap & super common wild spawn. 36-38% damage

Excadrill 2212 CP with metal claw/iron head. Wild spawn/possible dynamax? Consistently 36% damage

Gardevoir 2110 CP with charm/dazzling gleam. December cd + mighty. 33% damage
That, I believe, is the list of notable super budget & easily obtainable pokemon that can contribute meaningfully in a kyurem raid. If I didn't include something here, it might be because it's ridiculously hard to obtain (volcarona/dragapult/kingambit) or I don't suggest you power up at all without the elite tm move (hydreigon).
I also cut off the list at 33% damage, because in the video, simulations suggest the team on the left can do 70% damage alone.
