I've been collecting on and off during my life, opening a few packs during Sun and Moon, and really getting into the Sword and Shield collections, before dropping off once the first S&V packs came out. After going to Japan and getting back into Pokémon cards, my friend challenged me. There's a local tournament coming up, and if I were to at least place in the finalists, I would get a thousand bucks from him.
I've played the TCG before, and I probably could reprise the old Water deck I was running, but I feel like I need to step up my game and make a new deck with everything I've gotten since then, but I have no clue where to start. That's where I need your help. The pictures attached are the "big hits" and other misc mons. (I'd rather not use Hisuian Goodra, both Amazing Rares, and the Shining Ho-Oh, please avoid them.) The criteria for the tournament is 2011+, no proxies, misprints, and only English cards.

I swear I had a Boss's Orders somewhere, but I suppose it vanished into thin air.
I can go to a card shop, but it's far, so if I should be buying stuff, tell me what trainer cards to get, etc.
I have basically unlimited energies, and a bunch of non-Rule Box mons that those who are interested can look through with me, but basically I want a good starting point, and it's not necessary to build me a full deck, but if you want to, I won't stop you.
