Well, the new battle mechanics of this game introduces Thematic forms. Which you can turn your pokemon into (permanently) their thematic forms by using a Climate stone. Some pokemon may have more than one thematic forms based on the flexibility they have that allow them to be turned into different fakemon. The gym leader uses the Thematic form of the base form of this pokemon, which is electric type. This justifies it why he uses a grass type pokémon… Which it isn't really when you fight it. It's a electric. They aren't like mega evolutions, since they're permanent. You can even catch them in the wild.
