Princess Hinoe was the nephew of the Alphian Emperor.
One day she found Celebi exhausted in the Ilex Forest, she took the mystic Pokemon with her to Alephipolis (current Ruins of Alph) where she nursed her until her recovery, the two became inseparable friends.
Upon hearing about the instability brought by the in fights of the city-states in Western Kanto, Hinoe amassed a Pokemon army and together with Celebi, she marched toward east in order to establish her own kingdom.
Hinoe defeated one by one the city-state, reuniting them under her dominion, the Kingdom of Sakura the first kantonese kingdom ever created, with Niohkuoh (Viridian City) as his capital.
Hinoe renamed herself Sakura.
Thanks to her conquests, alphian civilization and culture were further spread into Kanto.
After Queen Sakura death, she was succeeded by her grandson, Fuji Sakura.
Queen Sakura was buried in her mausoleum excavated in a rock in the Indigo Plateau (near the current Kantonese Pokemon League)
After the death of her human partner, Celebi left Kanto to return to the Ilex Forest.
