Shall I purify my bagon? If not, shall I power up my bagon before upgrading it?

I need to confirm that shall I purify my 100% shadow bagon or not? As shadow pokemons cannot be evolved.

And if you suggest me not to purify it, shall I power it up before evolving or after evolving?
