Found This in Grandma’s Drawer – What Exactly Do We Have Here and Should We Keep it Sealed

My partner and I visited her Grandma a few months ago and we found this sweet blister still in her old desk drawer. We can't exactly tell what pack is inside and the cards that might be in here, does anyone know?
