If you got the Twitch Research that gives the LAIC's Champion Dewgong that has Icy Wind then for the next 12 days or so you can evolve any Seel to get a Dewgong with Icy Wind.
Please note you MUST have the LAIC Champion's Timed Research to get this benefit. If you do NOT have this research then it is unlikely you will get Icy Wind
