Why would one need two lucario Hundos for the 2 mega forms? Charizard has 2 megas too and you can mega it into both

Why do we need 2 hundo lucario. I know there's gonna be a mega lucario z, but charizard also has two megas in pokemon go and you don't need two different charizard to functionally have both megas. So it's likely gonna be the same with the mega lucarios.
