Am I supposed to care about this Pokémon? Why is it seemingly so rare and hard to catch?

Excellent curveball throw, and I'd used a Razzberry on it for a task. Instantly broke out, fled after one throw. It's only like level 3 or something???

It's just a random grass type, why was it research exclusive until recently and why does it have such a low catch chance?
