Zacian and Rayquaza or some other legends were never mentioned, (Rayquaza was seen on the last image of the video though) likely just the Kanto Birds though, but if not Zacian or Rayquaza in the wild would be crazy.

Possibly? The list of Pokemon that couldn’t appear in the wild during the event didn’t seem exhaustive (missing Rotom and Poipole), as well as listing Giratina for some reason. For Zacian, it’s going to be in 5* raids in a few weeks, so that shouldn’t be a concern.
Keep expectations low.
Read the full announcement. Don’t cherry pick a section in the middle and extrapolate.

I believe that yes, you could find a Rayquaza or a Zacian, but only on incense. Neither is listed on the Not Appearing list, and neither is an Ultra Beast or a Mythical, so I’d think finding one of either would be rare, but possible
