How rare really is this?

I Recently saw a video about the rarest pokemon in the game. If I remember correctly to find a lake guardian pokemon in the wild is one of the rarest things in the game. The odds are so incredibly low because there are only 16 of these mesprits in the whole world at the same time.
Is this even true? Are the chances different now because of some event? Or did I really use all my luck up..
