If this is gonna be a paid subscription then ill definitely wont buy it since i have the go plus+ also a higher chance of loosing shiny pokemon and rather manually catch it on my own

I always had the pokeball plus plus and the original go plus. I haven't used it. Other than doing the sleeping snorlax research or other research. I only use my fingers. This device isn't worth it. I would use my Pokéball Plus + if that was the case. Where I can use it every moment and no restrictions on use of time.
The only reason for use a device build into the app. I would say is Niantic is in the future going to required it for certain events and certain research tasks to be completed. It more likely looks like this same build in Pokéball Plus + will have at sometime in the future a payment plan for using it. What I mean is if a Pokémon Go Trainer wants to use it beyond the normal use unlimited time period. There will be options where a person can submit to different payment plan use. Day. Week. Month. Six month. Year. Or even longer periods. Even a option for purchased a certain amount of time use. Because you mentioned that Pokémon Go Trainers will be able to turn it off and save the remain time. This can also be restricted. Like all Pokémon Go Trainers must use their free pass or lose it. So if a Pokémon Go Trainer doesn't use the free remaining time in a certain period they lose it after a period. They will not be able to stack unlimited pokeball plus time that's free.
NOTE: It's more likely a paid subscription use.
NOTE: Niantic may include it in future free track; deluxe track, and the deluxe plus ten day track. Once again you are paying for a entire month or when you reach the deluxe pokeball plus track. The remaining of the time period from that moment until the ticket ends will be limited.
NOTE: The free track may have it . It will be extremely limited. Not worth it. You can see what Niantic doing. Niantic found another way to obtain everyone money.
NOTE: You will be better buying a pokeball plus + save your money.
NOTE: As I mentioned above Niantic can make Pokémon Go Trainers buy a subscription or purchase the deluxe and deluxe plus 10 days tickets. By making the Pokémon Go App event almost always requiring every trainer to use it in order to complete special researches. Time researches. Field researches and use it during all the major events. As well, always. In order for every Pokémon Go Trainer to complete all requirement tasks and researches and more. If you don't you can't complete it and will not get credit and will not be able to progress faster level up and so much more.

If it were available for everyone maybe I'll be using it for community day only and not as a daily use, probably.
