Maybe I'm reading too much into this but looking at this puzzle, the Poke Balls are weirdly organized. Initially, I assumed that they represented pre-evolutions and evolutions (for Igglybuff and Magnezone). Then, I noticed the one between Dodrio and Seel, as well as the one between Muk and Shellder. Probably nothing but weird placements
