i know this is an old video but the rules for cinnabar island is YOU CAN enter indigo does not mean you have to
The 20 power is the requirement to enter the indigo league at Cinnabar Island but you are nowhere near ready to challenge them in early game unless you got really lucky with item cards and got two +5 cards or something
