Why is the Surfing sprite in Gen 2 just a Lapras? Lapras isn’t exactly the easiest Pokemon to get in Gen 2, and you can’t even get it without already having a Pokemon with Surf.

In Gen 1, the game all but tells you to use the free Lapras from Silph Co as your Surf Pokemon, but in Gen 2 there’s only one Lapras, in an optional area you can only get to by backtracking AND Surfing, and it only shows up one day a week.
