Which of these should I stick with?

I'm not FTP, but I am kind of budget, so I'm going to be saving my raid passes for other pokemon.

Assuming no more Aerodactyl raids, which one of these (if either) should I invest in and why? The slightly higher CP I already leveled up a couple times.
