
Still fairly new. I hatched a few shiny Riolus but this is by far the best one I found stat wise. Is he worth evolving? Thank you!

If you’re not doing PVP, stats wont make a difference and you can rock the shiny if you want!

You asked a really difficult question haha, especially because it’s something the community debates a lot.
It always depends on what you want to use the Pokémon for. For example, in PvP (Player vs Player), especially in the Master League, you usually want IVs as close to 15/15/15 as possible.
For PvE (Player vs Environment), opinions are much more divided. There are numbers going around that say the difference in performance between a 0/0/0 and a 15/15/15 Pokémon is only around 2% to 5%. The exact numbers vary depending on who you ask, but those are the most common estimates I’ve seen.
Personally, I evolved a shiny right away (11/14/13) and left my 4 Star Riolu untouched for now. I wanted the shiny for the Pokédex entry and the Mega Evolution. I don’t currently need it for PvP, and for PvE I already have three regular ones at Mega Level 2 and 3.
Especially early on, and as a free-to-play player, resources are limited. So honestly, I’d say just do what you enjoy more and what direction you want to build your team toward.
My front page has more shinies than regular Pokémon, even though some of the regular ones are technically stronger.

Before you evolve riolu, add a second charge attack. Since it’s a baby, it’s in the cheapest tier for moves (25 candy and 10,000 stardust). Lucario isn’t though, and it costs 75 candy and 75,000 stardust.
