Is this normal? No commons

I opened a victini box with no signs of reseal. There were no actual "pulls" in the box which isn't that strange as there are just four packs in total.

But the white flare packs had the standard amount of commons and uncommons, but both black bolt packs had no commons at all and one of them even had duplicate uncommons. Is this normal? Or am I looking at a resealed product/production error?

Edit: pictured is the one pack of black bolt that had duplicates.
