I feel like Ghetsis kind of takes this one, not only because he's the only one using a (hacked) pseudo-legendary, but also because his Hydreigon can use "Frustration" for maximum damage, a cool and creative way to show that the guy we're facing is cruel and merciless.
Lysandre, I'm a bit unsure; did he tame a wild Gyarados or raise a Magikarp until it evolved?
Guzma and his Golisopod seem like they were made for each other, and it's ridiculously cool to see them together.

Lusamine fused with hers, so idk if that counts, but that’s my answer
Definitely Ghetsis/Hydreigon and Guzma/Golisopod. Giovanni, Archie and Maxie just have a standard pokemon that matches their type, idk if Cyrus even have an ace and if he does I would have picked Honchcrow over Weavile but that kinda fits Giovanni more. Lyssandre and Gyarados is hella random and the rest are meh. (Lusamine’s story with Nihilego is goated tho) so yeah Hydreigon, a violent pokemon that bites itself with the lowest friendship level with the guy who is pure evil and Golisopod, a pokemon that stands proud to hide its true cowardly self with the guy who made up a team of rejects to hide the fact that he couldn’t overcome his own failures are perfectly fitting for Ghetsis and Guzma.
Piers a villain? lol what?
Rose has the best ace, Copperajah the worst trainer.
Penny isn’t a villain but I will say Guzma.
They aren’t in the picture, but I would definitely say Volo and Giratina based on vibes only. It is like they embody the feeling of absolute hatred for the world and I love that.
The least is definetly Cyrus and his Weavile. Who even thinks about it as his ace?
The most I’d say is Guzma and Golisopod.
Ghetsis and Hydreigon. Both are batshit crazy.
It’s so funny to me that they randomly nerfed Giovanni in gen 3 by unevolving his Rhydon into a Rhyhorn. That was so uncalled for.
I’ve never felt that Weavile was a fitting ace for Cyrus. It doesn’t mesh well with who he is.
Obstagoon, much like how Team Yell serves to obstruct those who would impede Marney’s journey, blocks the path of its foes with Obstruct.
Golisopod, like Guzma himself, talks the talk, walks the walk, but at the end of the day, they’re both softies that use bluster to compensate for their insecurities.
I actually like Gyarados as Lysandre’s ace. At first glance, a monstrous sea serpent doesn’t look like it meshes with a man like him, but as the game progresses, you get to see how hateful and rage-filled Lysandre is, traits that Gyarados has in spades. It’s a nice way to show how ugly Lysandre is in the inside IMO.
Hard to beat Lusamine, to be honest. Their relationship is almost symbiotic lol
Animé Guzma goes hard when he used his Golisopod.
Well, it ain’t Ghetsis, I can tell you that. Those two hate each other.
But thematically it works really well, since that’s the point.

Golisopod and Guzma are a great combo. It seems tough and fierce, but when thing start looking tough they turn tail and run. That’s a classic bully trait.

Archie, Maxie, Ghetsis, Guzma, Lusamine, and Piers are all perfect.
Giovanni’s ace should be Nidoking or Rhyperior. It feels like he’s nerfing himself with a Rhydon.
Weavile doesn’t really match Cyrus at all. I think Porygon Z or Dusknoir would have been better.
Lysandre having a Gyarados felt very surface-level and generic. I think Milotic would have made more sense but alas, it doesn’t have a Mega.
Copperajah and Sylveon make sense thematically as Rose and Penny’s aces, but still feel kind of underwhelming imo
Putting Greevil here instead of Volo or Corbeau is crazy.
Is Ghetsis the worst here? Frustration does more damage the less your pokemon likes you and that thing hits for max damage. I’d say Guzma may be one of the winners here. He’s one of the bad guys but he obviously takes care of his pokemon and has some good moments in the anime with them.
What is Lysandre’s chemistry with Gyarados?
Lysandre is the leader of a fire-themed team and was always harping around beauty. Gyarados is cool but it is not what one would call beautiful and it’s the opposite of a Fire type. Okay, Mega-Gyarados is a Dark type but that’s a lot of the evil team aces, it’s not special.
It’s gotta be Piers and Obstagoon
Always personally took Honchkrow as Cyrus’s ace more than Weavile. Not that it matters, my boy Guzma takes this one easy.
