How rare is this actually?

I caught him last year, thinking how cool it was that randomly bumped into a shiny Azelf. I never considered the rarity of the event until i started to research the rarest pokemon in PoGo. I wanted to verify what I read on Google. Im skeptical of the results. I would like a second opinion.
