I've seen this guy in a few Gen 3 sprite sheets and for the life of me can't remember what game he(?) appeared in or in what capacity. There's a passing resemblance to Riley, the Gen 4 Lucario NPC, but that obviously can't be right. Some sort of Battle Frontier staff NPC or an e-Reader activated event? Fangame character that Mandela'd his way into sprite sheets?
