Against Persian I would use Hariyama with Counter and Dynamic Punch.
If he has Nidoqueen you have some decent counters in Glaceon or Gardevoir.
If he has Steelix that could be tricky but Rhyperior with ground type moves could work.
If he has a Rhyperior that will tricky since you don’t have any strong water/grass types. I’d see if you can evolve a high CP water or grass type for this if he has Rhyperior.
For Mewtwo I would use Gengar. If you have a mega evolution that would help a lot.
Fighting him with your pokemon will be tricky. I would try to “stun” him as much as possible using charged attacks that power up quickly. Because every time after you use a charged attack, he will pause his attacks for a couple seconds after the move hits letting you get in some extra hits.

Your Pokedex screenshot leads me to believe you are a relatively low-mid level player (below Level 40), and new to fighting Rocket Leaders.
Now you know what Pokemon Giovanni is likely to bring. Figure out which Pokemon you have that have moves that are strong against Giovanni’s. You often won’t have the recommended Pokemon, with the recommended moves, that are strong enough. You have to make do. Adjust the moves of your Pokemon with Fast/Charged Technical Machines if you have them. Power up those Pokemon if you have enough Stardust and Candy.
Attack Giovanni. Survive as long as you can to find out which Pokemon Giovanni is using in this encounter. Adjust your line-up to ones with strongest moves. Heal the Pokemon you’re using again. Attack again. If/when you fail, adjust your line-up or your playing style and attack again. Learn, experiment, try again.
As I recall, it took me four or five months of TMs and powering-up before I could reliably beat the Leaders.

For slot 1, Gio always uses Persian. For that, start with a fighting type. The best picks are either counter + cross chop machamp or counter + power up punch Lucario. From your sceeen shot, I think you’ll be fine using counter + cross chop Obstagoon
For slot 2, use any water or ground type. The best pick is swampert with mud shot and hydro cannon. Your Rhyperior with mud slap and earthquake will be good (make sure your Obstagoon got both shields before since it takes a long time to reach EQ.
Slot 3, since it’s mewtwo, any dark type to resist all the STAB moves and hit back for super effective. So you if you’re Obstagoon is still alive, have it with night slash as the second move for mewtwo. Otherwise, use Aggron to resist the STAB moves and hit neutral or Gengar with shadow claw + shadow punch (be careful with mewtwos psychic moves, especially if it has confusion)(also if you don’t have SP, use shadow ball)

Giovanni can have a different team composition so your best team is going to change.
Phase 1: Persian
