Set it as your buddy, feed it a Poffin before it gets to 20km walked for the candy, so you can get 2 candy/20km.
Use your rare candy on it to trade 100 candy for 1 XL candy (that’s only if you really REALLY want to power it up)
Raid it when it’s back in the rotation
Besides walking? Pray it comes back in raids. I would love to see the legendary dogs again, its been a while since johto tour
Put on some comfortable walking shoes and get used to seeing that as your buddy for a very long time.

As others said, walking it is your best option currently. Get poffins from AR tasks, and feed it when it’s close to 20km or you plan on walking a lot that day. Since it’s already powered up beyond level 31, you currently have the highest possible chances of XL candy drop at 75%. Also, while you’re walking it, in preparation for it coming back to raids eventually, you might want to work on getting a mega Charizard, or mega Blaziken, to level 3 mega to maximize your chances for extra XLs when they’ll be in raids.
Also, raiding in person has a chance of dropping Rare Candy XL, but it’s very low chance. Still, that’s at least 20km walking saved (more if you’re not lucky with your drops), so few raids here and there might help you with it. Good luck!
When Entei is back in raid rotation, raid it as much as possible, then find someone to trade with on a daily basis (worst case scenario create a 2nd account) and trade when xl candy is guaranteed (might not be the case at that point). Best of luck.
I’m fuzzy sometimes on Megas, but –
I think having a fire type like Mega Charizard Y mega evolved (and also having it at max mega level) while you are raiding Entei will help increase the number of XL candy you get when catching Entei. I don’t know if Char needs to be your buddy and on the map though.
In general, my mega strategy has been to get them to max level so i can find common types to raid/catch and get more XL Candy, not sure if the effort is more or less than walking 20km but it’s been fun.
Edit: When they have XL bonuses for throws, that might also be another multiplier/factor to cut down on the XL grind?

As someone who did this with their HoOh Hundo, yes walk, but you’ll run out of Poffins unless you want to make it your job to scan poke stops.
Just make sure they get “Excited” at some point between 10km and 20km. If u reach 20km without this you basically miss out on a XL candy.
ALSO, you’re not guaranteed a candy XL when you reach their walking goal. It sucks
Is the triple candy from walking bug still in the game? If so, OP should try it.
I wish the trio would come into rotation soon. I want a Suicune 😢
i know maxing out legendaries is cool, but as a free to play player, getting enough candy takes time. set it as your buddy so you get the occasional candy from walking, use all your free raids passes whenever the legendary comes back around in raids and try to keep a few hundred coins saved up from sitting in gyms so you can get extra raid passes.
trade away bad legendaries whenever we have a season with guarantueed xl from trades.

also patience. every normal legendary raid boss will be back in raids at some point, so if you just keep playing you will have your XL after 2-3 rotations
