Seriously though, afaik these hot spots came to be in 18-19 due to the way niantic was changing spawns then, and obviously they haven’t updated spawn maps in ages. If you had a spot with a lot of activity and nothing in the surrounding area you had a chance of this happening. Most people keep their yap shut about it so they don’t get removed. I know of only one that survived the spawn changes last year.

There is a spot on a highway on the south side of my city in front of a Catholic high school like that. One single pokestop and probably 50 spawns at any given time. Pretty sweet if you go to school there.

Large amounts of data activity/cell activity. It happens when there is or was a large amount of people in a small area such as an apartment complex or an area with lots of businesses. I have one of those near me and it’s sandwiched in between 2 of the biggest apartment complexes in the town. People have also mentioned Niantic putting random clusters out in recent years.
