Unless you have many lvl 40 to 50 top tier Dragons, I’d max it asap.

It’s one of your best for sure. Power it up to lv40 at least since it’s lucky and lv50 when you can afford.
Best really depends on the exact situation you’re in. There’s some things that Ray will beat Mew2 at, and Vice versa. Regardless, it’s definitely one of your best and I’d make it my buddy asap
