My opinion, no, much more worth to put in lvling good legendaries too lvl 40 or giving a second move if you are into pvp. In the end it is a game, so what feels right for you
Would you use your 8 XL rare candy for Dratini candy if you had them?
Imo you’re better off using rare candy to level legendaries to 40 and walk with dratini.
No def not. At least for me. I only use them on legendaries.
Depends what you have in normal candy. I have, for example, 2500 dratini candy so I will be evolving quite a few. Axew, on the other hand, I’ve only got like 350 so I’ll do at most 3 or 4.
