I have heard its because vibrava learns a new dragon type attack upon evolution. Its possible to lose CP if your pokemon type changes upon evolution. The base pokemon in this case trapinch overall stats are better than vibrava. 🤗

Trapinch has higher attack than it’s Evo, and CP is heavily weighted in attack
This has happened to me with Scyther/Scizor, but the difference was bigger; something like 200 less.
