I'd say Steven is easily a top tier support (with a tech label). However, all of his good points (Super Effective Up, 3 or 4 ranks of physical move up next, massive debuffs from B leer and rebuff) do not require him to sync at all. Of course, he would be even better if he had a support label, but being a non-support doesn't make his kit any worse! Like you said, you just let someone else sync while having the boosted power from Steven's Super Effective up! The essential point is, you don't need to sync with him if there is no good reason to sync with him.
